Kwara Goes Digital: Land Title Now Ready in 30 Days as AbdulRazaq Launches Automated System‎

Kwara State has entered a new era in land administration as Governor AbdulRahman AbdulRazaq on Monday unveiled a fully automated digital platform that will enable applicants to obtain Certificates of Occupancy (C of O) within two to four weeks, once all requirements are fulfilled.
The landmark innovation, known as the Kwara Geographic Land Information Service (KW-GIS), replaces decades of cumbersome manual record-keeping with a transparent, technology-driven process designed to eliminate fraud, accelerate land transactions, and boost investor confidence.
Speaking at the official launch in Ilorin, Governor AbdulRazaq described the development as “a bold step in our commitment to innovation, transparency, and efficiency in public service delivery.”
“For too long, land administration in many states, including Kwara, has been bogged down by inefficiencies and delays that discourage investors and create room for abuse,” he said. “The KW-GIS Digital Land Information System changes that narrative. Every parcel of land in the state will now be digitally captured, documented, and easily retrievable.”
The governor emphasized that the new system will reduce duplication and loss of records, shorten processing time for land titles, enhance revenue generation, and promote investor confidence by ensuring land ownership security. He described the launch as a milestone in the government’s broader Ease of Doing Business reforms.
The event drew top government officials, lawmakers, traditional rulers, captains of industry, and community leaders, who commended the governor for his foresight and reform-driven leadership.
Dr. Hauwa Nuru, Commissioner for Finance and Chair of the Kwara State Ease of Doing Business Council, said the new platform positions the state as a national leader in World Bank–supported initiatives such as NG-CARES, SABER, and the HOPE Programme.
“This progress underscores Governor AbdulRazaq’s commitment to institutional reforms, accountability, and sustainable development,” she noted, praising the technical team and project partners for their dedication.
Similarly, the Executive Chairman of the Kwara State Internal Revenue Service (KW-IRS), Mrs. Folashade Omoniyi, highlighted the platform’s integration with KW-IRS’s online payment system, which allows landowners and investors to complete all transactions — from registration and C of O processing to building approvals and payments — entirely online.
“The reform bridges longstanding gaps in land administration and strengthens public trust by reducing bureaucracy and improving record accuracy,” Omoniyi stated.
The Executive Secretary of KW-GIS, Alhaji Sulyman Abdulkareem, described the platform as a milestone in the history of land management in Kwara, noting that the state has digitized over 20,000 land plots and scanned more than 1,000 layouts. He added that 200 KW-GIS staff have been trained to manage the new system.
He also revealed that the government approved ₦560 million in compensation for lands acquired under the Kwara Smart City Project, which will also be fully digitized to prevent future encroachments.
Project Consultant, Dr. Paul Adepelumi, said the digitalization of land records “sets a new national benchmark,” adding: “KW-GIS is not just a platform but a revolution. It takes us from files to digital records, from delay to speed, and from opacity to transparency.”
Project Manager Engr. Ali Muhammad Kalot listed key features of the system, including digital parcel mapping, data integration, automated revenue tracking, and enhanced security.
